You want to travel but pre-existing conditions have not been stable long enough to be covered. Quest provides $150,000.00 in coverage for pre-existing conditions that do not meet stability requirements. You can also purchase $150,000.00 coverage for a condition which is stable now but may not be in the future.
The overall coverage limit for conditions that meet stability requirements is $5,000,000.00. There are three stability and rating categories as follows:

Travel Medical Insurance
This policy provides up to $5,000,000 in emergency medical coverage for sickness and accident. There is an online medical questionnaire if you are age 55 or more.

One economy return airfare or ground transportation costs and up to $150 per day for meals and accommodation in the event of your hospitalization.
